The primary activity during the Deliver Process of the targeting process is the application of the desired effect to targets in accordance with the AGM. The Deliver Process is intended to ensure the efficient delivery of the most appropriate effect. Matching lethal effects to conventional targets may be relatively simple while the application of non-lethal effects to CRO targets will prove more difficult to manage. Important targets may appear outside the decisions made during the Decide Process. These opportunity targets are processed in the same manner as planned HPT’s. Opportunity targets, not on the HPTL, are first evaluated to determine when, and if, they should be attacked. The decision to attack opportunity targets is based on a number of factors such as the activity of the target and the potential target pay-off compared to other targets being processed for attack.
