- Without resource (include units, people, materials, technologies, money, etc.,), plans cannot be executed; they become paper exercise. Resources provide meaning to plans. Hence, as a part of a plan, resource requirements are determined that need to be fulfilled or committed before a plan can be executed. Budgeting plans and commits the financial resources required for executing the plan.
