the Joint Targeting Combat Assessment Process intends to measure progress of the joint force toward mission accomplishment. The process is continuous and directly tied to the commander’s decisions throughout planning, preparation and execution of operations. Assessment is performed at all levels. Strategic- and operational level assessment efforts concentrate on broader tasks, effects, objectives, and progress toward the desired end state and are incorporated in strategy and guidance development. Tactical level assessment typically focuses on task accomplishment and target engagement.
